Considering the rising number of cases of COVID-19 pandemic in the district  Ludhiana and after reviewing COVID situation in Ludhiana with Civil Surgeon, District  Epidemiologist and Commissioner of Police, it has come to my notice that there is sharp rise in  COVID-19 positive cases in the area of Municipal Corporation Ludhiana. The positivity hit rate  is above I 0% and the bed occupancy in Ludhiana city hospitals is above 8 I%. Therefore, after  observing various instructions that have been received from the Govt. of Punjab, Department of  Home Affairs and Justice, Chandigarh as well as Govt. of India, Ministry of Home Affairs, New  Delhi, there is urgent need to impose the further restrictions to save the precious human lives in  district Ludhiana.  

Hence, Varinder Kumar Sharma, IAS, District Magistrate Ludhiana in exercise of  powers conferred upon me under section 144 of CrPC 1973 order the following additional  restrictions in the district Ludhiana with effect from 07.05.2021 till 16.05.2021 :- 

I. All bars, cinema halls, Gyms, spas, swimming pools, coaching centres, sports complexes  to remain closed.  

2. (a) Daily Curfew will be Monday to Friday from 12 Noon to 5 AM next morning.  On these five days relaxation from daily curfew for all categories of  shops, private offices and establishments shall be between 5 AM to 12  Noon.  

(b) All restaurants (including in hotels), Cafes, Coffee shops, fast food outlets,  Dhabas bakery etc. to remain closed for dine-in. No seating inside all of  these to be allowed. Take away and home delivery is possible during  curfew relaxation time as given in point no 2 (a) and they shall remain  closed during curfew hours.  

3. Weekend curfew will be from 12 Noon on Friday to 5 AM on Monday.  4. Milk home delivery is allowed on all seven days in the following time period:- (a) Morning 5 AM to 12 Noon daily.  

(b) Evening 5 PM to 9 PM daily.  

Milk carrying vehicles will be considered as proof of curfew pass and no separate curfew  pass is required by milk vendors selling milk door to door.  

s. Total exemption in curfew is allowed to following categories full 24 hours on all seven  

days (24×7) :- 

(a) All manufacturing industrial units.  

(i) During curfew hours labour shall be allowed to move on foot or on cycle with  identity card issued by industry to be considered as curfew pass. 

(ii) All Industrialists, managers, employees of industry moving in vehicles during  curfew hours shall have to carry the curfew pass issued by GMDIC.  Unnecessary movement shall be checked by Police.  

(b) Petrol/ Diesel pumps  

(c) LPG  

(d) Chemist shops  

(e) Medical Laboratories  

( f) All Scan centres  

(g) All Vaccination camps  

(h) Movement of all products related to agriculture / horticulture / poultry / animal  husbandry / meat/ fish / eggs / food grains.  

(i) All transport for goods movement.  

G) Wheat procurement  

(k) Private Security agencies (staff will have to carry identity cards)  

(I) Banks and ATM’s (with 50% staff)  

(m)All central and state govt. offices (with 50% staff)  

(n) Movement by trains or public transport buses is allowed. Passengers will have to  carry their bus/train ticket as curfew pass or online e-curfew pass for movement to  their destination within the city.  

(o) All construction activities. Construction Labou~ involved in construction is allowed to  move on foot or on bicycle with any valid identity document as curfew pass.  (p) All ambulances  

(q) All Oxygen vehicles  

(r) All import/export transport vehicles.  

(i) No movement of passenger vehicles within city is allowed during curfew hours.

Passenger movement by four Wheeler or motorized two wheelers during curfew  hours is to be allowed in exceptional circumstances with e-curfew pass. There  will be no restriction on movement of passengers vehicles during curfew  relaxation hours as provided in Point no 2 (a)  

(ii) Movement for medical emergency shall be allowed freely.  

(iii) ‘To and fro’ inter-state movement or movement to other districts shall be allowed  on National and State Highways.  

7. There shall be a complete ban on all social, cultural or sports gatherings and related  functions, including government functions, such as inaugurations, foundation stone  

laying ceremonies.  

8. There shall be. a complete ban across the district on all political gatherings. For any  gathering organised in violation of these orders, FIRs will be registered against the  organisers and participants as well as against the owners of the venue and the tent  houses under the Disaster Management Act and the Epidemic Diseases Act. Such  

venues shall also be sealed for next 3 months.  

9. Persons who have attended large gatherings anywhere (religious/political/social) to be  mandatorily home quarantined for 5 days and tested as per protocol.  

Nobody to enter Punjab whether by air, rail or road without either 10.  

a. Negative COVID report not more than 72 hours old or  

b. Vaccination certificate (at least one dose) over 2 weeks old.  

11. All Centre and State Government offices as well as banks will work at 50% strength  other than·those where officials are involved in COVID management. Identity cards of  Govt. employees and bank employees (on duty) will act as curfew pass.  

12. All Four-Wheeler Passenger vehicles, including Cars and taxis, not allowed to seat more  than 2 passengers and one driver. Vehicles carrying patients to hospitals exempted. No  Pillion riders on scooters and motorcycles except those belonging to the same family and  living in the same house.  

13. No gathering of more than 10 persons to be allowed including for  weddings/cremations/funerals. Curfew pass or permission for funeral is not needed.  Curfew pass and permission for marriage is mandatory.  

14. Villages will organize Thikri Pehras to ensure that Curfew orders are complied with.  15. Social Distancing to be maintained in Sabzi Mandis, which would be open only to Fruit  and Vegetable Wholesalers. No retail selling is allowed in wholesale sabzi mandi. If  anybody is found selling in retail n wholesale market then License shall be cancelled by  District Mandi Officer.  

16. Unions and Religious leaders not to hold gatherings and restrict number of protesters to  token presence at Toll Plazas, Petrol Pumps, Malls etc.  

17. Religious Places will open only during curfew relaxation time period. No overcrowding  at Gurudwaras, Mandirs, Masjids, Churches etc.  

18. Action will be taken against those hoarding Oxygen cylinders etc.  

19. RT-PCR testing of Road and Streetwise vendors, such as Rehriwallahs etc. will be  carried out. Traffic police and medical teams to coordinate for testing.  

20. Number in public transport (buses, taxis, autos) to be restricted to 50% of the capacity.  Transport and civil officials, along with police personnel, to constitute flying squads to  

enforce.  

21. All educational institutions i.e. all private and government schools and colleges to remain  closed but 50% teaching and non-teaching staff of only Govt. schools to attend duty. Any  Govt. school staff put on COVID duty shall have to be present immediately. All schools  teaching and non-teaching staff shall be on call for any emergency duties.  

22. All government employees will have to stay at headquarter of posting. They may be put  on COVID duty. Concerned Head of the department in district shall ensure that any staff  put on COVID duty is made to be present immediately. (All staff to be on call for any  

COVID duty)  

All the medical and nursing colleges may continue to remain open.  

23.  

All recruitment exams to be postponed, unless it relates to recruitment of COVID  24.  

management related manpower.  

In Government offices- Health / frontline workers and employees over 45 years who  25.  

have not got at least one vaccine dose in last 15 days or more, should be encouraged to  ::, ofnogmivo RT-PCR not more than S d,ys old o, olse shou~: 

take leave and stay home until then. Employees under 45 years to be allowed only on

Micro-containment zones in high positivity areas to be earmarked and strictly enforced.  Special Monitors to be designated for enforcement.  

Grievance redressal by all the government offices shall be preferred through virtual/on 27.  

line modes. Public dealings be discouraged as far as possible and allowed only where  deemed unavoidable. Revenue Department shall also endeavour to limit appointments to  public to bare minimum for execution of Conveyance Deeds for sale and purchase of  properties.  

There shall be strict implementation of National Directives for COVID-19  Management guidelines, Standard Operating procedure (SOP) and advisories issued by  MHA/State Government on COVID appropriate behaviour including social distancing norm  of minimum 6 feet distance ( 2 Gaz ki doori), regulating crowds in market places and public  transport and imposition of penalties prescribed for violation of COVID appropriate  behaviour like wearing of face masks and spitting in public places etc.  

Any violations shall invite criminal proceedings under the relevant provisions of the  Disaster Management Act 2005 and the Indian Penal Code 1860.
